I would talk to an attorney. The attorney can possibly have the court that sentenced your husband to determine if the no contact order is appropriate. If not, the judge can modify the original order to allow contact.

I am not aware of any laws (Federal, State or Local) that would apply. He passed the poly but it wasn't specific enough? If that is what the PO said, it is a total BS answer (but you cannot call out a PO on his/her BS - as they make the rules).
You definitely need an attorney. There is no way you can make this happen on your own. Rew is correct again. If/when you do get an attorney to bring this for judicial review, be prepared for potential fallout from the PO.
