Problem is I have read through a lot of the ct laws and by laws and it gets confusing. Confusing things more is the fact I hear things from outside people about varying conditions and requirements which all seem to go against what has been written.

I am sure if you read the actual statutes regarding SO laws in CT, you will have a very accurate idea of what to expect. The problem with a lot of these other sites is that the information is not current, as the laws are changing rapidly.

I would love to be able to say "yes" but I can't. If anything, I am realistic.

With a few exceptions, legislators continue to enact more restrictive laws for registrants, especially in the Bible Belt states. I don't think it is getting a whole lot worse, but it is not getting much better either.

There have been some residency restrictions ruled unconstitutional by the courts and a few registrants have been removed from the registry when courts ruled that portions of the AWA/SORNA could not be applied retroactively.

Preventing a registrant off paper time from using the internet and forcing registrants to provide their email addresses and online IDs have also been struck down by the courts in some states.

We seem to be making headway on the state level, but not much is going on at the federal level. But these changes on our behalf are few and coming very slow.

Any reform will continue at a snail's pace unless there is a landmark decision in some state courts as there was in Oklahoma with the Starkey case or in Ohio with the Williams case. Those were ex post facto issues decided by the Supreme courts in each state that worked in our favor.
