In 2003, the U.S. Department of Health and Human Services published a report on religious influence in prisoner reentry. See https://peerta.acf.hhs.gov/sites/default/files/public/uploaded_files/prisoner_reentry.pdf
That report asserts that, "The historic role of the church combined with its potential for volunteer resources uniquely position the faith community to support the successful reintegration of returning prisoners." And the Crime Report asserts that, "both advocates and opponents of specific reentry initiatives will miss a critical piece of an effective strategy to alter public attitudes if religious beliefs are ignored."

So, if religion plays such a significant role in the criminal justice system to substantially influence prisoner reentry, why are those who are sex offenders excluded by religious groups by inherently relying upon personal feelings rather than biblical teachings?

For them a believer is someone who believes they are indeed God's ventriloquist.
In a Secular Society every Ventriloquist is free to preach to him own choir and the rest of us don't need to obey or be rebuked and ostracized even if we do not have a 'chosen' Ventriloquist of our own.
Love my be Christ's message but it too often is not the message emanating from the choir.
