Tom Madison, a long time advocate for the change in sex offender laws, used to be from the Portland area, I think. You might Google him as he would also be a good source of information.

The laws are indeed changing in Oregon at the end of 2016, as they are implementing a three-tier system.

Seems like there may be some hope with these laws. Tier 1 offenders can petition to get off the registry 5 years after they discharged from the DOC.
The only drawback is that if your home state does not allow you to get discharged you will not be allowed to be discharged in Oregon.
"Notwithstanding paragraph (c) of this subsection, if a person is required to report because of a conviction or finding of guilty except for insanity from another United States court as that term is defined in ORS 181.805 (Definitions for 181.800 to 181.845), the person may not petition for relief from reporting as a sex offender in Oregon unless the laws of the jurisdiction where the person was convicted or found guilty except for insanity would permit a petition for relief from reporting as a sex offender."
I would guess this was put in place so RSO's wouldn't flock to Oregon.
