Of course, stay away from the Bible Belt, especially Florida. Ohio and Illinois are not good either. Utah is not bad from what I have read.
A few of the New England states are fairly reasonable.

I advise them to move because every year the legislature will be passing more and more restrictive laws regarding sex offenders and you can be sure that many of those laws will be retroactive, which will affect ALL offenders.
Why hang around in a state that is getting unreasonably tougher on registrants every year with no end in sight? Why subject yourself to that? My feeling is that life is too short to allow the lawmakers to make a registrant's life more miserable every year.
Of course, if a registrant is on probation or doing paper time, their probation requirements will be much the same as it was in the original state so moving would not be that beneficial.
Moving also has its psychological advantages. I tried to come back to the same town from which I was convicted, but there were too many bad memories and it became painful at times. I would see someone even remotely involved with my case----or just an old enemy----and it would ruin my entire day.
I felt much better when I just started all over in a new community.
Some people consider moving an example of allowing them to "run you out of town." That is really ridiculous. Moving out of a place with bad memories is just making it much easier for a better life; no reason to hang around and allow people to use you as a psychological "punching bag."

Just a thought....
Oregon is one of the better states but a bit expensive.
