I would avoid Michigan. They are rewriting the entire registry due to the ruling in Doe vs Snyder by the Sixth Circuit Federal court and I don’t know how they plan to change it.
I have four mothers in Ohio with sons who are sex offenders and they seem to like it fairly well. Ohio is definitely one of the better states for sex offenders, much better than Indiana.
His prospects for employment in Ohio are about as good as they would be anywhere.

He will have to use Interstate Compact to get from Indiana to Ohio, but I already checked it for you and there should be no problems there.

I greatly admire you wives, mothers, or GFs of offenders. I know that this is a struggle, but you are a tough bunch of ladies. It takes a lot of courage and devotion to do what you all are doing, and I really appreciate it.

You are wise to get the hell out of Arizona. Arizona is very conservative, and any state that would continue to elect Joe Arpaio year after year is not indicative of the general mindset any registrant needs to endure.
Interstate Compact is used to transfer an offender’s parole, probation, or supervised release from one state to another; in other words, it is used for offenders still under supervision. Interstate Compact is used for offenders with state convictions.
Federal inmates use a form of Interstate Compact but it is through the probation office and it transfers offenders from district to district.

If your husband has no paper time----parole, probation, or supervised release----to serve after his release from prison, you will not need Interstate Compact. The day of his release he can go to North Dakota. I would strongly advise the he leaves the state of Arizona before registering there. In other words, within a day or two of being released, he should his movement to North Dakota.
If you husband does have some form of supervised release---probation---- after his release from prison, about six months before his release he needs to contact his case manager at the prison and explain to him or her that he wants to use Interstate Compact to move to North Dakota. The CM will start the paperwork and do everything for your husband to make the move. Again, it will be easier if he gets out of Arizona before he is required to register.
If his offense is a state offense and he has paper time after his release, he needs to contact his case manager about getting the paperwork needed to use Interstate Compact. If his offense is a federal offense, he does the same thing. The case manager will get the ball rolling.
