Eighteen months is NOTHING! Especially, when you compare it to what my two sons are doing. My Iowa son is into his third year of a 20-year sentence and my Colorado son is into his second year of 4-yrs-to-life. My Iowa son will be eligible for parole in six years and he will most likely try to get out and deal with the nightmare of the parole system.
However, my Colorado son has told me he doesn't believe he'll ever get out of prison, because in order to do so, he would have to confess to a crime he says he didn't commit and go through 4 to 5 years of SO treatment on the inside, before he could even be considered for parole. He says he just can see himself enduring all the lies and the despicable way he would be treated in the treatment program. He has heard all the stories from his fellow inmates. It seems that most of the treatment program "rejects" are sent to my son's prison.
Additionally, both of my sons will be on lifetime parole, even after their sentences are finished, if they are ever finished.
So, you and your husband should be very grateful for an opportunity to be done with the "crap" in a very short amount of time.
that would be so much better than all that the both of you would have to deal with if he takes parole. 18 months is nothing when you consider the amount of 'freedom' that you and he will have when he gets out.
I would also ask the case manager to clarify the 45 day situation.
He would be best served to just waive parole. I did it every year and many inmates used to do it. Does he have any paper time behind his sentence; it does not sound as if he does.
Sex offender parole or probation can be a nightmare. If he had a 30 year sentence, then yes, I would say go for parole, but his sentence is relatively short. Waiving parole would not mean he would have to stay in there that much longer.
He won't like parole as a sex offender. Just listen to some of the stories on the board of posters whose guys had to deal with a PO.
It would be best for him to just discharge his time in prison and not have to bother with parole.
But, as I said, if he does make parole, he can parole to where you are under certain conditions. If he maxes out in prison, once released he can go where he wants and your family can live anywhere; but he will have to register there, of course.

One of his counselors in prison helped get him established here in PA. He had 3 things going for him. 1, family, me 2. a home to go to 3. a job.
If you have those 3 things you'll have better luck than if you don't.
