It looks like a blessing and a curse, but mostly a blessing. Certainly more people will be put on the public online registry (article says currently there are only 2.5% of offenders on it). However this legislation also gives people a chance to tier down and eventually tier off the registry. This is very smart for several reasons. First it allows for light at the end of the tunnel for registered citizens, which will make it more likely they will comply all the rules of supervision because they know eventually they can get off the registry of they follow all the rules. It is also smart for public safety because it will weed out the offenders who are not as dangerous and leave the more dangerous offenders on the registry. It's a win-win. Glad to see one state with a decent plan for how to manage registered citizens. Kudos Oregon.

One footnote, this law also stipulates that if the state you are coming from dictates how long you will be on the registry. If you move to Oregon from a state that does not allow you to tier down you will not be able to tier down in Oregon.

This is very similar to New York's plan. I had heard that several other states were using it as a model. I didn't read all the details as I only have a few minutes, but New York's reporting is pretty lenient for level one's as well. Once a year you send a letter confirming your location and vehicles and online accounts.....every 5 years you report for a picture. Level 2 is more often to do both and Level 3 is regular reporting.

All I can say is that at least non-contact crimes are for the most part differentiated and the public doesn't freak out about those regularly because that information is not available to them! That information is still available to law enforcement but they also know the difference between a level one and a level 3. Every plan has flaws but I honestly think this is a good step to taking away "some" of the panic.

It just stinks to have to go through courts to be removed.

Tia, what this law means is that he will be given a designation now. Instead of being either predatory or non-predatory, it looks like Oregon is going to a 3 tier system. I would assume that before 2016 he will be given a designation of a level 1, 2, or 3. If he was 15 at the time lets hope and pray that they give him a tier 1 designation. What has he done to move forward since going through this mess?

Although total abolishment of this nightmare would be the best scenario - a tier system is better than no tier system - it give some hope for the future.
