Two-thirds of released inmates are expected to be rearrested for a felony or serious misdemeanor within three years of release. Re entry programs help tremendously when they help felons secure housing and employment. America has turned to more mandatory minimum sentences and longer sentences and it's just not cost prohibitive.

I was reading a article http://www.wnem.com/story/23974199/parolee-defends-halway-homes and a guy was asking the community to give second chances. It seems that not only sex offenders have a difficult time finding homes and jobs.

I agree with that. They make it almost impossible for a felon to find a job and to live up to the courts mandates. I am a recovering alcoholic and I see people in the drug court having to deal with the same type of thing. It is a shame.

wow me and hubby was talking about this and praying about it . programs to help people sec chance to have .. help people with jobs and life circumstances .. then to just throw people in prison and no key to be set free . the people that get set free after their time needs a sec chance in life .. counceling . jobs homes . just to live .. i pray this passes and tenn will e part of it too ...

But didn't this bill get re-written at one time to exclude Registered Citizens?

yeah I thought I remembered that that it excluded sex offenders. This is just further proof that our country considers sex offenses (whether on a child or not because it only specifies sex offense not sex offense against a child) the most horrible crimes of the era.

Sex offender exclusion.

(1) In general
In this section, the term “eligible offender” means an individual who—
(A) is 18 years of age or older;
(B) has been convicted as an adult and imprisoned under Federal or State law;
(C) has never been convicted of a violent or sex-related offense; and
(D) except as provided in paragraph (2), has been released from a prison or jail for not more than 180 days before the date on which the individual begins participating in a grant program carried out under this section.
