The bad thing is most neighbors want registered citizens out because it hurts the property value and it really is terrible the government puts families in such potentially dangerous situations.
After a few community notifications one tends to get very thick skin but that never makes it less comfortable to deal with bullies or just plain ignorant people.
Usually neighborhood bullies grow tired of the games and eventually move on and hopefully they will do this also. Keep a journal with dates, times and events also if possible.
I hope it settles down for you and I do know how it feels!
This neighbor is wasting taxpayers' money by sending the fire department and the police on wild goose chases. I'd be willing to bet the fire department and the police are equally as annoyed by this neighbor as are you. Ask for their help.
A basic system like this is pretty easy to set up:

The standard cables are 60 foot long and extensions are available if you need to go longer. The cabling carries both power and the video signal making things pretty simple. One of the default settings is to only record when motion is detected and you can also schedule times not to record at all or to record continuously. When the recorder gets full it automatically starts recording over the oldest recordings..
One limitation with a basic unit like this is the more camera views you want recorded at the same time, the slower the frame rate so if you tried from recording from 8 cameras at once you're only going to capture about 6 frames per second per camera and it'll be really really jerky. For a reference the standard frame rate for TV is 30 frames per second.
More money gets you more features and more cameras but even this one can be monitored through a web browser or a smartphone.
You can solve the frame rate issue by following some simple installation rules. You defiantly want to hard wire them for the best throughput. Also if you are saving the data to the cloud you may run into issues with your provider. I am running 4 IPCAMs at above 25 FPS.
Your neighbors will also behave themselves when they know that they are being recorded. The cameras can broadcast to the internet so you can watch them from anywhere. You can also set them up with law enforcement (if you have a fairly professional install... (They don't like false alarms!)
If anyone want more information or sign templates please PM me and I'll be happy to help you.
At this point what you want to do is document it all... If they yell at you, if they harm your stuff, if they trespass, when when call the cops on you for no reason or whatever... the more you document the better your case will be when it comes to that... If they actually do any damage to you or your property, the documentation will show that there was a history of harassment that should also be addressed and can assist in a case such as that too. There are many uses for the information given time.. but you have to record it now for it to be useful to you in the future.
Or get a bee suit, wait till 3am, get 3 hives of Africanized bees...
Anomalously pay other people to egg their house...
Let the air out of their tires wherever they go...
Get a throw away phone, then order take out to their house at midnight every night for a week, but from different locations so they cannot tell them to stop. When the driver gets there and calls you on the phone tell them that you are indisposed at the moment but just ring the door bell exactly 4 times and your kids will answer the door...
Just some things to think about lol, or you can do what WisconsinRSOL said to do which is by far the smarter way to go about it.
