Why is he denied phone privileges? Is there a reason?
Will needs to take the initiative and start asking them why he is not able to use the phone like the others. If I were him, I would want to know why. He does not have to get hateful with them or have a meltdown, but he can ask for an explanation.
There has to be a reason why this keeps happening.
And they threw away his legal mail? Why? Did Will ask them why they did that? If not, he certainly needs to ask them. The disposal of his legal mail definitely needs to be told to his PD.
Keeping a low profile and not causing a problem in prison does NOT mean just sitting there not saying a word when all your privileges have been taken away. He needs to speak up and get some reasons they are treating him this way. He might not like the reasons, but he would at least know the reasons in case he has to talk to his attorney.
I have to be honest, I have never seen or heard of COs acting this badly. Usually they just look at what they do as just an eight hour job and do not go out of their way to make an inmate's life unbearable. COs can be difficult at times, but for some reason, they are making a special effort to single him out. That does not usually happen without a reason. He needs to ask them for that reason.
Will needs to speak up and ask him why he is being treated like this. Nothing will get done if he does not say something.
The counselor wants him to sign a waiver so the prison there will not be held liable if something happens to Will. I would not sign a thing.

They threw all those things in the trash while Will was watching? There is something wrong here.
I am the last person to particularly like COs, but they do not usually act like that. Is it possible that Will in his mental state is doing something to provoke them?
Will needs to handle most of this himself. He can ask the guards what is going on. If they have paper there, he can write a "request to staff" to the correct staff member to get some clarification on his treatment.
It is never good for the family to get involved in "prison politics" so I would not worry too much about the phone, as they will just say that is a privilege and not a right.
He does need to get to the bottom of why they threw his property away and if they continue to refuse to allow him to see his PD, then you need to get an attorney as they are violating his civil rights.
You can have him write to the judge and see if he will give him another PD. He will have to give a good reason as judges do not like firing one PD and appointing another. You cannot do much here in getting him a new PD. This has to be Will taking the bull by the horns.
Why does he want the PD off his case? Did she not try to visit him a few times? It seems to me the real problem in this situation is the facilities where he has been. Does Will and her have a difference of opinion about his case? What is his reason for wanting her fired?
You did the right thing by emailing her and telling her what is going on.
Will needs to start standing up for himself in there, but maybe he is too depressed to even fight back.

Ive never hard of co's behaving like this as well he needs to ask why...yes phone calls are privilege so try not to get to stress about that.
Are you absolutely sure that Will really knows what is going on? Is it possible that he is so far down emotionally or so depressed that he is imagining some of this?
Could he just be THINKING this is what happens?
I have to tell you, some of his stories are difficult for me to believe. No, I do not think Will is a liar, but there is definitely something wrong here.
Definitely something wrong with these stories.
Why would they single him out to do some of these things? They have other inmates in there with serious crimes. Most COs do not like inmates, but they do not go to this much trouble to harass them------nor do they harass an inmate for as long as Will has been harassed.

You did exactly the right thing. I don't think family should get involved in the day to day operation of the jail or prison, but this has gone past that point.
It sounds as if they have a couple of psychos working there.
Now, you have some hope. The person you spoke with sounds like a guy with some principles and honor. In my experience, COs do not unnecessarily punish inmates who have serious crimes. They just don't care and it is too much work to single them out. They just leave them alone.
He will surely feel better if he can get moved to the SO dorm with the other SOs. Being in solitary confinement without paper or reading material is just cruel. I can see it if he broke some rules, but Will hasn't.
This female guard who got him moved the first time; you said she knew you on the outside. Did you ever have any problems with her or did you not know her except just to know who she was?
Taking your kids to see the U S Marshall was a really good idea. It shows them that he has a supportive family who is concerned. That might make them make things better for Will, since he can see that the entire family is suffering.
The first step is to get him out of where he is at to the dorm.
I wonder what went through the Marshall's mind when you told him they threw away all his property and he does not even have a Bible or paper to write on. That should have gotten his attention.
Let's see what the Marshall can find out.
