Devens is not a bad place, according to several inmates serving time there. There are quite a few young men with sex charges there, so it should be a relatively safe prison for him to do his time.
Very few fights there and a lot of CP defendants. I think there is a sex offender treatment program there also.
In fact, I read somewhere that Devens is becoming one of the major prisons for SOs. This is good as it makes it safer for your son.

It specializes as a medical center also, so that should be good for your son.
Elkton also houses a lot of sex offenders and it has a relaxed environment. I could not find out a lot specific for Elkton except that it was one of the better federal prisons.

Devens is an Administrative Security Prison, this means anyone can be housed there. It runs like a medium, it has 4 dorm units and 2 units that have cells. There is also a hospital unit and a psych unit.
Food was above average. Winters can be bad with snow. I no of a handful of fights and 1 incident of sexual violence.
Overall, I am glad that since I had to do some time, that I did it there.
Hank, Thank you for your reply. I am assuming the SOTP is the treatment program? Never even thought about Fort Dix, New Jersey is a 6 hour drive (without traffic) so I guess it could be worse, he was hoping for Butner because he heard it was a good medical facility and that's an almost 10 hour drive and from what I have been able to find out, they do not offer a "treatment program".
