If you are off the registry in your state, you had better stay right where you are. Here is one of my previous posts to help clarify why-------
If you are ever removed from the list and no longer have to register in one state, you had better remain in that state and never establish residence in another state.
If you move to another state you will have traveled in Interstate Commerce, which makes you subject to a Federal requirement to register. This is part of the federal SORNA act passed in 2006.
Two well qualified attorneys have mentioned this to me, one of whom was the appellate attorney in the Starkey case in Oklahoma.
Here is John Dunn's site. He is the attorney who represented and won the Starkey case here in Oklahoma. He mentions this scenario about half way down the page under the question "Does the federal law apply to me?"

The fact is that even though you do not have to register in one state, when you move you will be subject to register in the state you are moving to.
This is one of the provisions of SORNA.
I am no longer on the registry here in Oklahoma and I am not about to move and test this theory of being subject to a federal requirement to register---SORNA---by engaging in interstate commerce by the moving.
I mention this because many people think once they are off the registry, they are off the registry everywhere. That is no longer true as of 2006, when SORNA was enacted.
The reason I always mention this is that I do not want any of my fellow registrants and friends to be removed from the registry and then move to another state only to have Federal Marshals knocking on their door wanting to arrest them for Failure to Register.
