If you are a registrant in the state of Kansas and was convicted before 2011, here is a case you want to watch. This case, Doe vs KBI, challenges the retroactivity of new registration requirements which were enacted in Kansas in 2011. Doe is challenging the retroactive application of those new restrictions, which his attorneys claim violate the ex post facto clause of the U S Constitution.

""Sweeping changes in the Kansas Offender Registration Act (“KORA”) were passed in 2011. The impact is dramatic. What was a ten year registration period has become 15 years, 25 years, or even lifetime for some offenses. Registration is more than mailing in a form. It now requires in-person reporting, potentially in multiple counties, four times per year. Each reporting costs money. And there is no way to end registration early.
The Kansas Attorney General believes the new registration requirements apply even to those who were convicted before the new law took effect. Our attorneys are fighting the retroactive application of new registration requirements because we believe it violates the Ex Post Facto Clause of the United States Constitution. This case is similar to the Starkey case in Oklahoma.
Watch this case. It may be the ticket for Kansas registrants who were convicted before 2011 to be removed from the Kansas registry. Thousands of registrants were removed from the Oklahoma sex offender registry because of the Starkey case. Let's hope you folks from Kansas also get some relief from the registry.

As many on Daily Strength well know, deciding tier levels on the Registry is often assigned to new hires at least while "therapists" and social workers hue way too close to the prosecutors expectations. What therapist dares write a letter (and affix their name) saying anyone is ever cured (very few and does the system renew their contract after that?) no matter how they brag about the efficacy of their therapeutic methods.
(Thank God they do not have Civil Commitment in this state where everyone seems just naturally to be a Tier 3, where "lock them up and throw away the key" policies mean people are imprisoned forever or Supervised for life Registry so no need go to the fuss and bother of Civil Commitment? but there is an old time Convicts cemetery out back at the prison where they throw the ashes...and more people die inside Civil Commitment "Facilities" than ever see light of day...I'd say that's probably the Ultimate in "Collateral Damage) Sort of a de facto "life Without" sentence not even based on a trial and without access to the legal system since the 'confinement began with a hearing, not on the hard facts" but based upon the piling up/ the "progression" of "Evaluations" and labels?
So I say,everyone join hands ..There but for the Grace of God....and Good Luck Kansas. May your case prosper and make an eventual difference" as it wends its way upward and onward toward the supreme court.
