As many on Daily Strength well know, deciding tier levels on the Registry is often assigned to new hires at least while "therapists" and social workers hue way too close to the prosecutors expectations. What therapist dares write a letter (and affix their name) saying anyone is ever cured (very few and does the system renew their contract after that?) no matter how they brag about the efficacy of their therapeutic methods.
(Thank God they do not have Civil Commitment in this state where everyone seems just naturally to be a Tier 3, where "lock them up and throw away the key" policies mean people are imprisoned forever or Supervised for life Registry so no need go to the fuss and bother of Civil Commitment? but there is an old time Convicts cemetery out back at the prison where they throw the ashes...and more people die inside Civil Commitment "Facilities" than ever see light of day...I'd say that's probably the Ultimate in "Collateral Damage) Sort of a de facto "life Without" sentence not even based on a trial and without access to the legal system since the 'confinement began with a hearing, not on the hard facts" but based upon the piling up/ the "progression" of "Evaluations" and labels?
