I am sorry that you are faced with this dilemma. Let me see if I cannot add some clarity to the situation.
You said, “He’s supposed to have a heart catheterization and when they do it they will have to remove the ankle bracelet incase they have complications. The P.O. is annoyed that I can’t give her a date when they do it so they can have someone there to remove it for surgery.”
You cannot provide the PO with information you do not have. In a medical setting, oftentimes a set schedule cannot be followed as there are complications and/or emergencies. The PO may not like it, but she will just have to wait until you have more information.
I know that in the back of your mind you fear a possible VOP. No judge in the world will violate your husband while he is in the hospital with cardiac problems. That would be absurd.

Do you have her email address? If so, I would just send her an email explaining everything. And if you know the date and time, I would include it in the email. That is all you can do unless you want to continue to try to contact her.
Also, keep in mind that technically your husband with the GPS is still under the custody of the DOC. They should be able to sort this out.
