There are a couple things that would help.
1. he has family living in the city he wishes to move to
2. he has a place to live, remember no children will be allowed to live with him
3. If he had a job waiting for him, that's a plus
When my son was released in Floriduh I was at the door, put him in the car and we were in Philly in time for him to check in with his new PO.
The local AZ PO here mentioned a family member had to reside in the other state (oregon) for at least one full year before release date to qualify. Was this required for your son to move to PA?
I would be willing to move to Oregon but it would be financially very difficult, and I do not have the finances to show how I would support my son, which is saddens me. I would move anywhere and live with him. I am just in a very challenging situation now. Also, I would not want to move until I knew he was accepted in Oregon, as I want to be close to him wherever he is, and if that is AZ I will stay here.
As I mentioned there is a respected halfway house program in Oregon that has accepted him to come on release to their facility and my hope is that this will be possible and then I would move as soon as I could to be near him and hopefully he would be able to live with me when he is able to. That is my hope and prayer.

After he was released from jail in AZ he would be residing here in TX with his grandparents, whom he lived with previously.
AZ would not have released him back to TX had he no family here. Also, the courts saw the interstate compact as a better option than him staying in AZ upon his release because he had no one there and his family resided in TX and TX is his home state.
I can ask my fiance more about it tomorrow. He understands it better than I do. I do know that AZ will not do an interstate compact unless there is family or a very close and proven bond with some one that the person is being released to, and that family/person has to live in the county to which they are being released.
