Registration fees and residency restrictions depend on the registry laws of your state. Some states have registry fees, some don't. Same with residency restrictions.
I think you may be getting confused with the rules of supervised release, such as probation vs. the registration requirements.
Most all the fees----the charge for therapy, the polygraphs, etc.----originate from probation or supervised release. It is during the probationary period that all these fees surface. This probationary period is usually served in lieu of prison or after a prison sentence as part of the offender's sentence.
Some states charge an annual fee to registrants to offset the cost of registration, but not all states do that. This annual fee is about the only fee I know of that is required for registration.
If I am mistaken about this, I hope someone chimes in here and corrects me.
Registration also has some restrictions and requirements that are not monetary in nature. Some states have residency restrictions in which a registrant cannot live a certain distance from schools, daycare centers, or other places that children congregate. Some states require an identifying mark on the driver's license. Some states have passed laws regarding internet access to registrants convicted of certain crimes along with the disclosure of their internet identifiers---screen names, passwords, and email addresses. There are other restrictions, but each state is different.
