I like the idea he discusses about a "certificate of rehabilitation" to prevent a person from having to become registered with the state as a sex offender. I do not, however, believe this will be a standard for other states to use, for example, in Missouri, Gov. Jay Nixon was very much opposed to removing juveniles off the sex offender registry.

The presenter is a California Attorney and is strictly talking about California Law. Makes sense since the Conference took place in Los Angeles which is in a county with well over 10,000 registrants alone, 100,000 in a state with lifetime registration only.
