A link to a listing in a national or state sex offender registry
A link to an online news article
A link to a court document

Also, FB doesn't jump the gun when some one is reported. They have to use the state registry, not homefacts or anything similar. The news article link really won't work either. I know several people who have reported RSO's and the only accounts that have been deactivated have been those who were reported with the actual registry link.
Also, just because they are deactivated doesn't mean they can't make another profile. You just need a different email address. Also, most use a fake name or don't have their profile picture of their face. There are a million ways around it.
