A rural area, with very few neighbors, will solve the problem of residency restrictions and it will also get him out of the city limits. Any pesky town or city ordinances affecting registered citizens will not affect him as he will be out of the city limits.
Also country folk usually keep busy and don't have as much time to be busybodies to cause problems.
I realize locating in a rural area is not always possible, but it really is the best situations.

They talk about laws and restrictions. I would look at the registry and get some addresses of apartments by doing zip code searches.
I know people on this forum are from Chicago and maybe they will get on.
