I know nothing about that particular attorney, but here are the two cases he might want to use as a sort of precedent. The first is the Starkey case from Oklahoma. This was the case that got me removed from the registry last year.
I think you are in the same predicament I was in here in Oklahoma. I also included a link to John Dunn's website. He is the appellate attorney who won the Starkey case in Oklahoma when it went before the Oklahoma Supreme Court in 2013.

I see you are from Maryland.
Nancy Forster, an attorney in Maryland, argued and won a case which will ultimately remove a number of sex offenders from the registry. This was also an ex post facto case, I believe.

I am not sure of the status of the case, but I think the state is still appealing it.
But Spock, take heed. The same thing happened in Oklahoma. While the Starkey case was being footballed up from the lower courts to the Oklahoma Supreme Court---and even after---there were attorneys from all over the state of Oklahoma sending out letters to each registrant affected much like the letters you received.
They wanted $5,000 to take a case to get the registrant removed. I balked because I knew that when the Supreme Court made the final decision, the Oklahoma DOC would remove the names anyway. And that is what happened. I was removed a year later and it did not cost me anything.
They had to review each and every registrant to determine who was eligible to be removed. I think that is what will ultimately happen in Maryland.

Me again. I see where Maryland officials are already removing registrants off the list if they were convicted before 1995.

I think there might also be some other cases in the lower courts in Maryland that could expand that list.

MD has been removing all those whose offenses date before Oct 1 1995 (before MD had a registry). I know Nancy Forster has also been working on lawsuits pertaining to individuals whose time on the registry was extended due to ex post facto or whose crimes did not originally require registration at the time the offense was committed.
