1. First of all...you aren't restricted from signing up for swim lessons, pre-school, etc. Neither you or your daughter are SO's. You can do anything you want. Your husband might be restricted from attendance depending on state laws.
2. If your husband was convicted when he was 14, I wouldn't think he would be on the SO registry. That's an offense as a juvenile.
3. Is he still under probation? I can't think of a reason why he wouldn't be able to register in your state, Seems very unlikely...but again...I don't know all the state rules.
