If they truly wanted to make a dent , they would go after those that produce the CP (actual cp, not pics of fully clothed). But they don't invest the time into those, they waste their time on online chats and those who downloaded or viewed it (wither intentional or not).

Advocate - This is a big issue for me. If they can seeing into our computers with P2P and see that there is a snippet of cp then why don't they take the extra time and see what the other downloads are. If they did they'd see that they're not cp. But ignorance is bliss for them. And when they do these 'invasion of privacy' they're totally covered. I read in the search warrant that they're allowed to do anything they want to get an arrest and can not be held responsible for illegal action, nor can they be sued. So they have free reign to do as they like and the law allows them, without retribution.
So much for a free country. Police state!

The software does not allow law officers to hack into an individual’s private computer, Levine and Liberatore are quick to point out. It simply provides law enforcement with an “optimized interface for observation” which allows an investigator to watch the open activities of remote peers on the network.
