You will not be able to travel without permission from your PO.
I would doubt very much if you PO will allow you to travel out of the country.
I do not know the length of time you were sentenced to supervised release, but after you have done a good percentage of it you can apply for early termination. If you are successful with that, then you could travel.

I have an acquaintance who is now a defense attorney but used to be a federal prosecutor some years ago. So I just picked up the telephone and called him regarding your question. He used to be a customer of mine, so he still likes me well enough to carry on a conversation. Ha ha
I will tell you exactly what he told me. He said, “I would be absolutely shocked if they tried to keep any first time offender of a non violent crime, including a sex offender, on probation or supervision for an entire lifetime. The PO’s are so overworked and they have so many on the waiting list, that there is a big push right now to modify probation requirements. He went on to say that your brother needs to have an excellent clean record and to have paid all his court fines, etc. Then after a few years (he did not say how many), with the backing of your PO (he said having the PO on your side is imperative), file a motion with the court to have the probation or supervision modified or limited. He went on to say that your brother might get denied several times (probably will not make it the first time), but keep trying. He also told me that PO’s have so many ex-offenders with worse charges than child pornography that he did not think your brother would have a problem---but be persistent and keep trying. He then remarked, “This lifetime probation is only symbolic, and not practical.”
Another interesting thing he told me was, “Judges in general are fed up with the lengthy sentences for simple child porn crimes, and they might be more willing than you realize to cut your brother some slack.
So, Amy wait a few years and then make your move. I think your brother will get off this paper time at some point, maybe sooner or easier than you realize.

At least, Amy, this will give your family some hope that there is light at the end of the tunnel. And it should get your spirits up to hear this from a former federal prosecutor.
