How much time is he doing?
Unless there was some erroneous information in the inmate's jacket that was presented to the parole board, I do not see any way to appeal a decision of the parole board.
Rarely is an inmate in Oklahoma granted parole the first time. And it is practically a non-existent situation for a sex offender to be paroled in Oklahoma.
I don't know why all these people got your hopes up, but they did not really know what they were talking about.
Even if he was able to have the parole board recommend him for parole, the governor, Mary Fallin, would have to sign the parole to allow him to be released if his crime is considered a violent crime. Earlier this year, the citizens voted to take the governor out of the parole process if the inmate was serving a sentence for a non-violent crime, but that did not include violent crimes or crimes which required 85% of the time to be completed before the inmate could even be considered for parole.
She still has to sign off on the violent or 85% crimes. She is very conservative and her record for signing paroles is terrible.
Most all sex crimes---except indecent exposure----are considered and classified as violent crimes even if they were non-contact, non-violent crimes. That does not make sense, but that is how the DOC classifies most of these sex crimes.
If he is not doing a long sentence, it might be better to stay in there and max out his sentence there. Does he have any probation or paper time after his release from prison? Parole for sex offenders in this state is very difficult to do, so if he could max out his sentence in prison, he would not have to deal with that. Years ago, I discharged my entire 20 year sentence in eight years so I had no parole.
Some state statutes now mandate that any prison sentence include some probationary period or paper time after the release form prison. In that case, it is impossible to discharge the entire sentence in prison.
He will come up for parole next year if the procedure hasn't changed. His chances of making it the second time are better, but the sex offender charges and Mary Fallin will always be a problem.
I did not want to be a downer, but this is reality. Tell me how long his sentence is and for what crime, and I will try to come up with some ideas. Since I was in the system for such a long time, I might be able to give you some ideas here.
Keep your chin up. This is not the end of the world. He is doing well in prison and that will pay off in the future. Nothing lasts forever.
Hang around the board for support. These ladies are fantastic and they completely understand what you are going through.

If his crime is not an 85% crime and he does not have any paper time i.e. probation at the end of his sentence after his release, then he can discharge his entire sentence in prison in four years IF he gets on level 4 quickly and stays on level 4 throughout his incarceration.
Also, unless it has changed he can take certain programs in prison which will give him extra good time credits, up to 90 days a year. I know that a GED earned 90 days for completion, tutors received 90 days a year, a vo tech course completion earned 90 days, and they had a bunch of little drug courses and RBT (Rational Behavior Therapy) courses which would give him 30 days. Those days add up.
Unless it has changed, the way the good time works is that on level 4, an inmate receives an extra 44 days a month good time for good behavior and holding a job.
So, he will receive 74 days off his sentence for every 30 days he serves. 44 days good time + 30 days in the month = 74 days per month.
You multiply the length of the sentence by 41%---if it is not an 85% crime and if he stays on level 4 with no misconducts---to figure out how much time he will actually do on a violent crime. At lease that is the way it used to be.
If I were him, I would just discharge the entire sentence while in prison. Then upon release, the registry would be his only impediment. Of course, if he does not make parole, he will be forced to discharge the sentence while in prison as there is no other way to get out early. In that case, he does not have a choice anyway.

You have this sentence almost whipped. Just hold on and soon he will be released to your waiting arms. Just keep your eyes and heart on that release date!!!!
