I think this law only applies to those who were under 18 when their offense was committed. Here are the only exclusions I could find. It does not appear to exclude sex offenses unless that offense resulted in a life sentence under the "One Strike" law.

Yes. People are not eligible for a Youth Offender Parole Hearing who were under the age of 18 at the time of their crimes but are serving a:

Sentence of life without possibility of parole, (LWOP) PC 190.5;

Life sentence under the "One Strike" law for particular sex offenses, PC 667.61; or

"Three Strikes" life sentence based on two or more prior serious or violent felonies, PC 1170.12; 667(b)-(i).

I am sure someone from California will come along and correct me if I am wrong.

Aren't most 3 strikes laws used to punish 'repeat / habitual offenders' by giving them the "bitch" aka giving them a life sentence mo matter what the 3rd habitual offense (usually after a history of crimes (like burglary etc) that send people in and out of jail and are seen as low level nuisance crimes clogging up the system?

If I am not mistaken, I believe CA is going to, or has repealed the "Three Strikes" law. I remember reading about it in the news s few months ago...

With that being said, I vaguely remember this bill being brought up, and I advocated for it, especially when one of the Public Safety members brought up juvenile sex offenders. Their jaw dropped when I spoke up, looking at each other, asking where did I come from....lol

Did they also repeal Mandatory minims? One size fits all laws may be easy for politicians to telegraph to angry voters but they have disastrous consequences for tax payers.
