Trying to determine which states are the best for sex offenders can be problematic, as many factors have to be considered.
I know most of the laws dealing with sex offenders in the majority of the states fairly well, but here is one way you can get at least an idea if a state would be a good fit for an offender.
This method is not foolproof, but it will give you an idea about how that state treats not only offenders, but sex offenders.
We all agree that the Bible Belt states are toxic for sex offenders and are states they should avoid. But why? Here is why----
States that are very tough on sex offenders are usually states that are very tough on crime. Being tough on crime translates to being even tougher on sex offenders.
The Bible Belt states are historically very tough on crime.
So how can we determine which states are toughest on crimes and are states that sex offenders must avoid? One clue is the incarceration rate of each state.
States that are tough on crime send a higher percentage of their citizens to jail or prison, which makes sense.

Notice the bar graph which shows each state’s incarceration rate. Look closely. Louisiana is #1 in incarceration rate followed by Oklahoma, Alabama, Arkansas, Mississippi, Arizona, Texas, Missouri, Georgia, Florida, etc.
The first 10 states in the graph are tough on crime, send more of their citizens to prison, and are therefore tough on sex offenders; these also are states that registrants should avoid.
The states I just mentioned are all Bible Belt states and it is no coincidence that they are the toughest on sex offenders. These states put more of their citizens in prison b/c they are tough on crime----and tough on crime equates to tough on sex offenders.
The states with the highest incarceration rates are the ones which are tough on crime and tough on sex offenders. These are the states registrants want to avoid if possible.
This method is not foolproof, but it will give you an idea of the state’s mindset toward offenders----and sex offenders.

I know offenders or their families in almost every state, but New York state is not one of them.
Here is what a poster called Sam Citizen said about New York on another forum----
“I personally have lived in 15 different states during my time as an RSO. I have also spent time in every state in the north eastern United states. My personal experience is that there is no "good" place to be as an RSO However there are areas in the country that are better than others. One of the best areas that I have ever been in is Western NY "Chautauqua County". I found this area after extensive research into the topic and it has worked out quiet well for me and my family. Its inexpensive You can rent an entire house ( 3 to 4 bedrooms ) for around $750.00 and no one will ask you if you are an RSO. There are jobs that will hire RSO's and no one really seems to give a shit about your status as an RSO. Coos Bay Oregon is a good area to live as well , very similar but its very very expensive to live there. The cost of living was just to much for me.
“As I said before I've been in many states , I have also spent time in EVERY state in the North Eastern United States including VT NH ME MA PA RI and in my experience New York State has been the easiest to be "successful" in life as an RSO. I can provide more info if you like.”

I am not sure if New York state has state wide residency restrictions, but some of the cities and municipalities have enacted local restrictions.
I don’t know how you are classified or any of your registration requirements in Georgia, but you might want to research to determine if New York will allow you to keep your same registration requirements.
You might also want to keep in mind that the cost of living in New York is probably much higher than Georgia.
I don’t think New York would be too bad and I do think it is one of the better states for sex offenders. Hell, anything would be better than a Bible Belt state.
