A sentence modification is a real long shot in CT. In fact, the chances are only a little better than slim and none.
In CT, any sentence modification has to go through the prosecutor first before the judge even sees it. Unless there are some extremely mitigating factors, I highly doubt any prosecutor would sign off on it.
A judge would review the progress an inmate is making in prison and your guy has not really been in long enough for that to apply.
