He will be moving to CA from LA. Hes sent in a few requests but nothing has came about from it. Ive made a few calls myself trying to get a hold of someone to get information on how to start the process but no one answers. We are confused where he should go and what the steps are. I keep getting told by some that he needs an officer or case worker? He doesn't know where to find this though since hes not receiving replies from anyone.
He qualifies for everything though has a place here in CA and a job already. We just don't know how to start the process in general when were not getting replies.

His case manager should be filling out the necessary paperwork for his Interstate Compact transfer. If he does not have a CM, someone is in charge of his “jacket”---records----and they should be responsible for submitting the forms to the receiving prison.
BUT, unless he has a family member in the receiving state---who has established residency in that state----it is very unlikely that the transfer will be approved. And, a fiancé or GF, is not considered a family member. So I am not sure he is even eligible for an Interstate Compact transfer.

Who is eligible to transfer using Interstate Compact----
At the discretion of the sending state, an offender shall be eligible for transfer of supervision to a receiving state under the compact, and the receiving state shall accept transfer, if the offender:
is in substantial compliance with the terms of supervision in the sending state; and
is a resident of the receiving state; or
has resident family in the receiving state who have indicated a willingness and ability to assist as specified in the plan of supervision; and
can obtain employment in the receiving state or has means of support.

I'm not sure if this will help you or not. But I just looked up info about all this recently as my bf wants to do that as well to Texas where his parents are. I googled interstate compact to the state we want and I was able to print a 76 page thing with all kinds of info including some rules. He found the info useful. Although he is not at the point he can apply for it yet, he was just looking for information.
