There are lots of guys who are doing time for non volent crimes though I will admit just over a year for evading the police is bit hash!
It would not help to call the prison or "someone higher up" as the DOC has no authority to release an inmate early--or keep one longer. They are not a court or a sentencing body.
The DOC only houses inmates that have already been sentenced to a set number of years. The DOC is sort of like the "babysitters" in that they just carry out the court's sentencing orders. They cannot alter a sentence.
The DOC doesn't really care if he is the breadwinner of if his crime was a minor violation, and even if they did, they could do nothing about it.
No, don't spend any of you hard earned money on an attorney. At this point, there is nothing he can do.
He could get out of prison early if he could make parole or he could earn some extra good time credits for taking programs in prison, if they allow that in California. But other than that, his time in prison is more or less fixed and cannot be changed.
He does not have a very long sentence, so just look forward to the day he comes home to you.
