He filled out all the necessary paperwork and I have POA, they claim he never filled it out. He filled it out five times. They have his phone, wallet, id, steel toe boots, clothing, and all the books and letters I sent. I don't know who to talk to. The cops at the desk are buffoons.
Any advice? I only have about two weeks until they "dispose" of everything. I'm very frustrated!!

You should be able to fill out any paperwork for him. You are his POA so that should give you the authority to do that. I think the officers are just giving you a hard time.
Call or go see the people who has his property. Tell them that "you are his POA, that you have the POA in your hands and as such have all the legal authorization needed to get his property back, including the authorization to fill out any paperwork needed." If they still hesitate, tell them, "What do I have do, since I have the POA, to get this resolved?" If they still give you problems, ask them "can you give me the names of your superiors?"
Then if that did not get things moving, I would start up the chain of command and file a complaint if needed. Since your guy is not in that jail anymore, they cannot retaliate against him.
Go first to the sheriff, then on to the city or county commissioners of the town or county you are in. Then, lastly, I would contact the Attorney General of your state and file a formal complaint.
These situations are absolutely and positively uncalled for.

PS If they really get smart with you, I would ask, "Well, what would you do if he somehow died in prison? Would you just keep the property even though I have a POA?
And also contact your Representative or Senator if you get no action.
