If your guy is doing less than 5 years he will go to a minimum, which I think is called a level 1 or a level 2. Level 4 is the highest security in California, I think.
They will put him at a low security and he will not get hurt there. Lower security inmates are all short-timers with non-violent crimes. All the beat downs and stabbings happen at a higher security (level 4), as most of the inmates there have long sentences for violent crimes. There is no incentive for them to behave, as some have sentences so long that they know they will never get out anyway---so no use to follow any rules.
If he has a short sentence, then yeah, there is a possibility that he will do his entire sentence there.

His point level will determine his level in the prison system. Your BF can only loose 4 Points/yr if he has no write ups on his yearly review (at anniversary date if even he moved to reception). If he doesn't move and stays houses at Kern, he may be moved once he's lost enough points to a lower level if they don't have beds available for that prison.
Not to say this doesn't happen, but most inmates are transfered to their home facility after being evaluated in reception.
