I, personally love corn and I can eat it as is with no butter. I don't find it puts weight on me. I also love everything else you mentioned and as long as you portion control you can eat it all (except of course the gluten).
One more thing-read labels when you buy packaged bread-some have alot of sugar and that is not good for people trying to lose.
Oh and you can substitute sweet potatoes for white if you like them but white potatoes are also packed with nutrients (especially the skin).
Another very yummy idea is smashed cooked cauliflour. Smash it like potatoes-add some olive oil and spices and it can be used in place of potatoes.
The other thing I can add is you might want to look at eating beans and legumes. They are great because they contain both protein and carbs in one healthy package. They can have a very stabilizing effect in terms of blood sugar. And they are cheap!
I think eating sensibly is the best thing to do. Are carrots and veggies really more expensive than starches? Can you put a garden in? That is when they are cheap and they taste so much better too. I only eat from the garden in summer. I would rather that than anything processed.

Ezekiel bread recipes are generally made without adding flour as an ingredient. These breads are also called sprouted grain bread, because a mix of grains, seeds, and beans are sprouted and used as the base of the recipe. The grains and beans are not cooked while they are added to the recipe, so it is absolutely essential to let them sprout completely, before using them to make the Ezekiel bread recipe. Best Ezekiel Bread Recipe
Ingredients
4 cups white wheat
2 teaspoon salt
1 cup honey
cup kamut
cup spelt
cup pinto, pink & small white beans, mixed
cup lentils
cup millet
Procedure
This easy Ezekiel bread recipe makes about 2 pounds loaves of bread. If you want, you can cut the ingredients in half to make 1 loaf. In a bowl, mix all the ingredients properly. Make 3 equal parts, where all parts will be poured in individual jars. Fill that jars with water and let the ingredients soak itself for about 24 hours. Place a cheesecloth cover on all the jars and attach a rubberband to secure. After 24 hours, drain the water from each jar and rinse the grains properly with clean water. Again drain the water out completely. Let the beans stay in for another 24 hours with the cheesecloth placed as a cover. The beans will soon start to have tiny shoots coming out. Once you see the shoots, this means the beans are ready to grind. Drain any excess water out of all the jars and place the beans in the blender. Grind the mixture to get a heavy dough, which will be ready to be made into the bread loaf. Preheat the oven at 350 F. Add honey and salt in the dough and knead it for about 10 minutes. Spread the dough on greased pans and place in the oven to bake for about 45 to 50 minutes. Once the sprouted grain bread is ready, let it cool down a bit and then cut into equal slices.
