As a diabetic, you will find different foods or drinks will raise you sugar. For me beer will up it a little, but for my brother a beer will make it go through e roof.
If your blood sugars are high it will take your body longer to heal, this could be why the ulcer has not yet healed.
If you have been prescribed insulin you do need to take the amount yoiur doctor has prescribed. If you are not doing this, this could be why your blood sugars are high especially as you seem to be eating without taking insulin (as I understand your posts).
In order to get your blood sugars back in line, you need to take your insulin and eat standard meals at meal times. If you know how to carb count and use a ratio of insulin to carbs then that is a good way to know how much to inject. So eat at meal times, eat a standard amount, test and take insulin. If you don't know, then ask your doctor. Some diabetes clinics run classes in these sorts of things so ask about that and get yourself onto one if you can, it will really help to get a handle on new skills and brush up on old ones as well as meeting other diabetics.
If you feel your doctors are not helping the best thing is to find another doctor. I know you said you are quite remotely located. But in that case you need to find a way of getting to another doctor, even if it means moving out from your parents house, learning to drive so you don't depend on your mum to drive you, getting a train/plane.coach/bus or paying for overnight accommodation so you can get to a doctor further away, contacting charities or other places to get these kinds of things funded or find government assistance with the costs. Your health is more important, And quite honestly, complaining won't solve anything, you need to come up with a practical solution. It might not all happen immediately but you need to keep working away at it and aim for a solution. It is hard, but it can be done. In the meantime, read up as much as you can and educate yourself. We are all here to help and answer your questions or sympathize but you need to take action to help yourself to get yourself good health care.
