There used to be a cat in the upstairs apartment, so he is always trying to run up to sit outside of his door. Oscar has severe sinus problems and is a hunter extraordinaire. Not only has he killed at least two dozen mice so far, but he once pulled a pigeon through the window and slaughtered it in the middle of my studio.
Here is the plan. I let him loose with a pigeon outside of the apartment. His favorite spot is nesting right outside of his doorway where the old cat was. He will slaughter the pigeon in front of his doorway, leaving feathers everywhere. Since he sneezes once every five seconds or so, hopefully he will sneeze when asshole opens the door, thus spraying bloody feathers all over him.
OK. I thought about that way too much...
EVERY state is required to provide TTY service at no charge and there are all kinds of voice carry over options for those not able to actually type.
i dunno. I might confront him politely. But, I really don't want to start some sort of neighbor war. I'll just tell hubby he is getting worse and maybe we can confront him together without a battle.
I know exactly what you mean about him being large and sketchy. I'm not at the place where I could handle confronting him either. Although I might try just talking to him, there is a possibility he just doesn't realize how loud he is and is a reasonable person. If he keeps doing it, you can at least tell him if he doesn't stop, you will take further action and just leave it at that. But in the meantime, get caught up on your rent and start looking for a better place to live. Fact of the matter is that we cannot make other people do what we want. We can impose consequences that may influence their behavior. We can reason and try to reach common ground. But sometime the consequences that would do the job are not within our capability and sometimes, people just don't want to be reached. So we have to change.
Think of it this way - if the guy was your husband and you were afraid of him, would you want to stay in that relationship?
And on your way out, encourage the cat to hide it's half eaten meals in the crawl space...
Look in you phone book for a tty number, call them up and ask for customer service. Ask them to send your neighbor (presumably you can figure out his address) some information about the Relay Service they provide. You will solve your problem and likely help him out at the same time and he'll never even know you did anything... that is if he's smart enough to take the hint.
Jim- Moving into a house would be wonderful, but we have a lot of financial problems right now that is preventing this. Besides, I don't know if I can take the suburbs. I'm pretty darn urban. My husband would love it though...he couldn't hate Baltimore more.
If I was your landlord, I wouldn't mend your broken sink until you fulfilled your obligation to me.
Where do you think landlords get money for that for? Their good nature?
Your landlord is probably awake long before 8 a.m. as are most people.
Deaf people shout because they want other people to shout back to be heard.
Maybe if you write a letter to your neighbour explaining that you are not very tollerant of his deafness and you are also scared of him in the midst of 'foreigners' he might give you the money to pay your overdue rent (with a cherry on the top)
and tke into consideration that your sleeping in is far more important than his telephone calls.

As for the man upstairs, yes, we have decided that we don't want to confront him if he is hard of hearing. This is partially why we are not saying anything. Then again, I have only seen the guy twice in the 8 months or so he has lived here, so I have little idea if he is hard of hearing or not. Someone reminded me that I THINK I might have recalled seeing a hearing aid, in which case I said I felt bad if that was the case. But, the one time I recall talking to him, I don't recall him shouting.
I think what scares me is that before him, we had a neighbor who was equally loud. Only difference is that he was abusive towards his girlfriend and constantly shouting at her. I think I called the cops on him once, but normally others beat us to it.
This is not the case with the new neighbor, but I have little idea whether he is:
a: loud
b: hard of hearing, or
c: REALLY screaming at someone
I really want to know what is making him yell before we confront him. I've only seen him twice in the entire 8 months he has lived here. He seems kinda secretive and to himself, which is actually the norm in Baltimore where everyone is afraid of everyone.
