I went to senior citizen lunch at my church Tues and came back to find a Budweiser box full of decapitated fish heads in front of our fence. i moved it across the street so i couldn't smell it. my husband called and he said i should call the police about it. i say let it go. he said i could be fined for littering. i said no i couldn't because i just moved it out of my walk way.

Just get rid of it without incident and move on. I think that's the best idea.
From my experience, the police won't do much b/c years back when my parents had private property, people dumped bags and bags of trash, cut down trees ( once we caught someone and we had tag numbers), we had evidence from the trash b/c the people were so dumb they threw their mail away and we had their names and addresses. Basically nothing will get done. If your husband is really insistent, it also comes down to eyewitnesses.
I think as mad as you are, try and let it go. You don't want to feud back and forth w/ these inconsiderate dolts.
