You say they stopped his medications. What exactly is he taking meds for? There are sublingual (under the tongue dissolving) forms of pain meds. So swallowing isn't an issue for that. But they may need a doctors order for a change.
Is there anyone who could go there for you? Or maybe go with a face mask? I think you need to first figure out if dad is to be treated or is he on hospice and just made comfortable. You need to make peace with that choice. Figure out if you are upset because you can't be there or because of the care he is getting and that his time might be near. If he is on hospice I know how hard it is when the end does come. Lots of panic and second thoughts.
You need to get better yourself and then you can go visit and talk to the appropriate folks involved with his care.
