I'm asking because maybe it's always been that way and always will be that way---- so I just want to know before I report an issue.
On my journal, a long url in the topic starter will be truncated but still clickable and workable.
Any replies made to it (in Comments) aren't and if it's a long url a person can't go to the link.
Is that how's it's designed to be?

It is designed to work. If it doesn't .. submit a FEEDBACK FORM describing the problem as clearly as possible.
DS often truncates links .. but they should REMAIN CLICKABLE.
Know this ... I just went to your joural. The LAST entry has a tinyurl which is not clickable. Of course I could complete that link with a copy and paste. I could see the 'article'.
Then, I commented on your journal.
Sooo, the only 'problem' I note is the tinyurl is not clickable. It should be .. but don't get your hopes up that DS will fix this problem. Feedback form yes .. hope for the best .. yes.
You might describe the problem as follows:
Unclickable URL in Journal
(provide URL in question)
(then give link to journal)
