In any case for something like A/C you will need a Letter of Medical Necessity (LOMN) from your doctor. It is not uncommon to receive a run-around or goobly-gook from the insurance company until you formally apply for reimbursement along with your LOMN.
If they dont cover A/C they will usually flat-out tell you NO right up front. Some people fight for months, others get it done in a week without a sour word. It all depends. So the answer is yes maybe. But expect delays in payment maybe. Smile.
There is a provision from our electric company, that if you can prove electricity is a medical necessity, and you qualify (poor as a church mouse) then you would be charged a lower rate.
Also, in case of a power outage, your house would be first that power is restored to, and they will even call an ambulance and transport you to the hospital if it is going to be a while.
But I have not heard of any one paying the electric bill for anyone. AC is one thing, but the insurance company would be paying for everything else ran by electricity.

I have via work Blue Cross/Blue Shield. A little research uncovered that more insurance companies do help with A/C and Heat that I even realized.
With a LOMN they paid a flat $1500 for air and an identical sum for heat. As a new furnace was aprox $4000 they didn't pay the full amount but $1500 helped. $1500 could buy a super-duper window unit with enough left over to help with a few months of electric bills.
