I wouldn't blame it on them entirely, sometimes things get really backed up, and a lot of things get put on the back burner. If you know your gonna need a tutor in the future just go into the office or whatever and make them answer your questions.
When I worked for the tutoring center, it's not our job to answer emails unless they are sent to us directly and not via the tutoring center. Let pretend someone did read your email.... how on earth are they going to pair you up with a tutor who can teach you how to study? you should learned those skills in junior high, high school, or at a community college. Do you understand what you put the tutoring center through? The reason you didn't hear from them is because they probably still phishing for your the best tutor out there to teach you how to study. They can't give you a definite answer yet because studying skill(s) is so subjective not like math and science where it's objective.
I don't see why you think the tutoring center let you down because they didn't. You didn't give them enough info to go on. It's like emailing doctors and telling them your throat hurt without any other kind of information. The tutoring center can not get a firm reading on you to feel you out. Tutoring center will place you with the best tutor they feel right for you.... They already know how their tutors operate and I tell you, a lot of the tutees come and chat with the tutoring center director directly, telling him/her what the tutee needs and how often.
I tutor comprehensive reading, math, and science. Let me tell you, if the tutoring director place someone like you with me without interviewing you first and get the feel for you, I'll be so mad and probably drop you after the first tutoring session.
