It does happen. I know one center in LA shut down in 2006 because the director accepted a liver for one patient near the top of the list but gave it to a different patient 52nd. on the list. And lied saying that the liver was given to the original patient.
There were issue with the original patient but instead of going to the next person he not only gave it to some one way down the list but he faked biopsy results and was only caught when UNOS did a routine audit.
The original patient died with out getting a liver.

I believe that there is a shortage of organs in most countries who do not have an opt out system of organ harvesting
In the UK a surgeon was transplanting foreign patents on the National Health Service for a Fee.and although the health service were also paid for the facilities the donor organ was donated in Britain freely and it was though unethical to transplant a foreign National for a fee.and this practice has been stopped.
I do know that in the UK many people die before getting a transplant but because its all more or less centralized you'd never get a reason or explanation

On a second note, I am lucky enough to have two people in my life who would be willing to be live donors. The surgeons at Tufts/NEMC said they did not do these types of Transplants except in very rare cases. Anyone know why? Lastly, thanks for all of your suggestions/concerns.
