Many many years ago, when Mom was selling my childhood home back on her family's farm? A realtor made her cry.
Well, that won't happen to my mom!
I called the president of the real estate firm (a big one, covered 6 states) and oh, did that change things! Phone calls to me, and I said, "Hey, talk to my mom, she's the one who's upset!" and in a month? Smoothed out like silk. I was so terrified of doing it, then it went so well!

Most recently went on the USPS site to complain about mail and packages getting mis-delivered in my Mom's new neighborhood. Surprised to actually get a call the next evening from them explaining that it was a temp carrier and things were straightened out.
Not as big a deal as what you are facing, but it typically does pay to reach out and follow through on these things.
Not much around here though.
We have been trying to organize against fracking with very little success.
mom gets good information from her state representative.
