Sitting back and looking at this I'm reminded of an old business strategy: when asked to do something you don't want to do, or you believe is the wrong thing to do, do the right thing and submit it as if it was what they wanted all along!
Your brother wants an unfair amount of work out of you for this insurance thing. You have done more than what is necessary, so present it as a done thing.
"Mom, here are the best quotes I came up with. Let me know which one you want and we will get the ball rolling."
coupled with ...
"Brother, if you want more quotes or more detail, here are some number you can call. You have until next Monday because we must get moving on this."
