The foundation that we build a relationship on is most important. If the foundation is unstable, whatever we build will eventually fall down into a heap of rubble.
If by spark you mean chemistry, heat, fire, excitement...that is good stuff that needs to be re-worked in long term relationships and without a certain level of comfort, it may not last or be possible to re-kindle.
If you are looking at something not so long term...even then there has to be a level of comfort to have decent intimacy...
I would say comfort without hesitation but without the initial spark...the relationship may not make it to the comfort zone.
Everyone is different but the most important thing to ask is what do you want. For me, if I am not comfortable enough with the person to be myself then I am not enjoying myself and there is no reason to continue. Once you know then it makes the decision to stay or go that much easier. In dating, there is no commitment so the decision to move on should be easy and amicable.

I think every young person is looking for eye candy or spark.
If it makes it past that part then the building of the foundation starts, then comfort.
I think if you have been through 1,2 or 3 relationships and realize there is much more to a relationship than spark or eye candy you may find comfort and peace is just the ticket to life long happiness.
I think it just depends on lots of things.
