We share similar situations with the out of state travel. My ex's arrest record isn't quite as long, and hasn't done anything "wrong," but since he got married, his new wife cause alot of interference and I do not believe she cares to have my son around, so ex chooses not t o have visitation much either. He also defies court orders and payments.
I suggest that when you do the exchange call the state or municipal police in what ever state you are in to be present during the exchange. Have your order in hand.
Having the police present may make it feasible to enforce the order- they wont arrest him but they may make sure that he is following the driving rules.
If its your ex-mother-in-law that really wants to see him too bad you can't work something out with just her?
And, wow, your ex sounds like he is falling apart as a human being. I hope he decides to get help.
