What do you think your kids will want to do? The 16 year old is probably going to do whatever (s)he wants. (On the upside, Florida is miserable during the summer, so if (s)he goes to Florida, there's a better than average chance (s)he'll go down for a month or two, and then head home to Washington.)
Regarding the 16 year old, sometimes older kids' interests are considered by the parenting mediator and judge, but with a huge move like this, I doubt it. This is not living with Mom one town over. It's living with Mom across country, thereby limiting Dad's opportunity to see the child. Won't fly.
