I would not leave it up for him to do on his own accord. You turn it into a priority for him by taking it though the court system. and if he misses a single payment, you head right straight back to court so they can force him to pay it or garnish his wages.
Do not let him take his kids for granted like that. My father never paid a penny of child support to my mom. He always filed for bankruptcy and skirted his way around having wages garnished. Now, I think they still enforce it even in bankruptcy.. not 100% sure on that and it varies by state too. But the good thing about it is, if it is documented with the state, he HAS to pay it. If I could locate my father, he would have to pay me over $80,000 in unpaid child support. My mother took me when I was 18 to talk to my divorce lawyer who handled it and he told me that I could petition to have that money paid back to me if I could find him.
