If something is a medicine then it goes through all sorts of proper tests to make sure it actually works and it is approved specifically for a specific ailment/ symptom. Then it has to conform to certain purity, exactly how much is in a dose, the filler etc etc.
If you are selling suppliments or whatever you actually bypass all of that in the US (and I think to a degree in the UK). As long as you don't claim it treats this or that you can say anything. It doesn't even need to contain what it says it does. A study showed that for "botanicals", things like valerian, ginseng, st johns wort 40% of the products didn't actually have valerian, ginseng or st johns wort. They contained mixtures of field weeds.
Much of this stuff comes in from China or India and it's then packaged up locally under varying conditions of hygiene.
It's a multi billion dollar industry in the US that successfully lobbied to prevent proper oversight. And people are suspicious of big pharma but happily accept the word of some website selling snake oil (non essential, doesn't actually contain any snakes).
An essential oil is a concentrated hydrophobic liquid containing volatile chemical compounds from plants. Essential oils are also known as volatile oils, ethereal oils, or simply as the oil of the plant from which they were extracted, such as oil of clove. An essential oil is "essential" in the sense that it contains the "essence of" the plant's fragrance—the characteristic fragrance of the plant from which it is derived. Not that is it "essential" to any one person or the other. lol
Nope they are not regulated, but there are some that are far more high quality than others, and contain more of the actual plant essence. If your buying them for $2 at Walmart, your not getting much essential oil!
Homeopaths use them for all kinds of different things, for various different reasons and generally the ones you put on your body are different than the cheaper fragrance ones you buy to put in a diffuser.
I make my own Turmeric Oil for my Joints, using Olive Oil and Turmeric that I grow in my garden. I know it's "safe and real" because I make it. And its great for joint pain.
You have to do your research when it comes to using Essential Oils because some can have negative effects on medical/mental issues just as some have positive effects.
