Here's what I'd do. Talk to complex management, explain that your plates were ripped off while your truck was parked on their property and see if you can work something out for permission to keep the vehicle where it is until you can re-register.
Then, once re-registered with the one-day temporary registration, I'd say a prayer and head out to your parents. If it conks out, then I'd worry about towing at that time.
While you're speaking to complex management about your truck, I'd mention the hoodlums littering your doorstep. Do you know the parents of any of these boys? If not, I'd make a visit and politely introduce myself (not confrontational at all). Just be friendly. Then if you have further issues with the teens you have already met the parents so discussing your concerns will go smoother than a cold call to complain.

Also, do they have any security guys to try to get rid of those kids from your door? I know you'd be running the risk of more retaliation. Hard call. Good Luck to you! It must be awful having such menacing kids hanging outside your door.
