1 lg container of Hydrogen Peroxide (I think 32 oz?)
1 squirt of Dawn original dish soap
1 box of baking soda

We don't have skunk but the dogs love to roll in the rotting bodies of salmon that come up our creeks, it does wash off easier if you have access to water and it's not so cold they'll freeze when wet, although there are times when frozen dog does not sound so bad...lol
Mix it up in a bowl and apply to the dog. Let stand for 5 minutes then add water, lather up and wash off.
For sensitive areas like around the eyes and mouth, use vanilla extract. This also works if rubbed into the pads of the feet.
Any of the other remedies only mask the odour...this actually neutralizes it. One other tip is to take an old towel and remove as much of the oily residue BEFORE trying to wash the dog. Washing the dog will tend to set the smell, so if you washed prior to using the neutralizing solution, you may need to do two or more aplications of the mixture.
This mixture also works on people...I know from personal experience...
